because it'll be difficult to visualise the cars when its raining. when you turn on the hazerds you&d be able to see that there is a car.

i usually turn on the hazard light when i'm stopping on the side of the road. its to indicate "Imma gonna stop suddunly so be careful, bitch.".and no i don't think its illegal.
